The Edina, Rochester, U campuses set new requirements for masks



Officials from the University of Minnesota and the cities of Edina and Rochester announced new requirements for wearing masks on Monday in an attempt to reduce the spread of COVID-19.

The municipal council of Edina has decided to continue with a policy that requires face masks in all structures of the city and in any public place indoors where adequate social distance is difficult.

“While I personally don’t like the idea of ​​a warrant, I think this is something we should do,” said Mayor Jim Hovland during the meeting.

The U will require facial coatings in all public spaces. The city council of Mankato opted for a public hearing for an emergency ordinance that would impose the facing of the faces in the internal public spaces. And the Rochester council voted to ask people to wear masks when they are inside the city facilities.

Decisions are made amid a national confrontation over whether people should wear masks. An increasing number of states and cities have mandatory masks while they are in public and many companies also require customers to cover their faces before entering. Those who oppose masks, however, question their effectiveness and say that requesting them goes too far in limiting individual rights.

The U.S. Centers for Disease Control and Prevention recommend anyone over the age of 2 to wear a cloth face in public to help prevent respiratory droplets from traveling to others.

The mayors of Minneapolis and St. Paul signed executive orders in late May stating that people should wear masks in commercial businesses and city buildings.

University of Minnesota officials announced in an email to students on Monday that as of July 1

, all faculty, students and campus visitors will be required to wear a face cover in any closed interior space. This is a reversal of a previous commitment to recommend but not require students and teachers to wear masks when the first face-to-face lessons begin in July.

Exceptions include when they are in an assigned apartment or residence, when alone in an office or study area or in a vehicle. Some campus recreational activities may also be exempted if other guidelines are followed.

“This face coverage directive was established because we respect and take care of ourselves and every person we meet on campus,” read the university’s statement.

Edina city council held a special meeting on Monday to discuss policy making. Council members said they received hundreds of emails from residents about the problem, with around two thirds expressing support for a masking policy across the city.

Several board members expressed concern about the execution, and board member Ron Anderson said he preferred a campaign that encourages the use of the mask.

Others, however, have said that even though masks are less effective than they hope to reduce spread, wearing them is a small sacrifice towards the common good.

“Driving is constantly changing,” said Hovland. “I look at that balance test and look at the potential harm versus the potential benefit of the masks.”

The Rochester city council also voted on Monday to add the language to the city’s current emergency statement to require people to wear masks when in the city’s facilities. The amendment encourages people to wear masks and businesses to request them, but it is not written as a mandate.

Mankato city council decreed on Monday the possibility of spending up to $ 50,000 on a campaign that encourages wearing the mask and will instead hold a public hearing next week on an emergency ordinance that would require masks in the indoor gathering spaces . Such an ordinance would require the approval of at least five board members.
